Garcia Appointed as PREA Director

The Texas Board of Criminal Justice (TBCJ) has appointed Carina Garcia as the Director of the Prison Rape Elimination Act (PREA) Ombudsman Office, effective July 1, 2026. Garcia brings more than 13 years of experience in corrections to the position, including work in operations and compliance.
Garcia began her career with the Texas Department of Criminal Justice (TDCJ) as a correctional officer at the McConnell Unit and later worked in roles at the Segovia Unit and Lopez State Jail. She joined the Rehabilitation and Reentry Division as an institutional reentry coordinator and advanced through several leadership roles, including regional supervisor, assistant regional director and, most recently, regional director. In that role, she oversaw regional program operations, supported policy compliance and implementation, evaluated program activities, and provided leadership to regional program supervisors across six regions. Her experience includes staff development, strategic planning, corrective action planning, and statewide program oversight.
Garcia holds a Bachelor of Business Administration in finance from the University of Texas Rio Grande Valley and is certified as a Spanish interpreter.
